Pokemon Emerald No Levels Mod is a romhack for the Emerald that removes the effects of levels on Pokemon stats. Pokemon can still learn moves and evolve through levels, but their stats remain constant throughout the game. So, for example, the Geodude you’re fighting on Route 1 isn’t any better or worse than the one you encountered on Victory Road.

The idea is to give Pokemon gameplay a new spin. This seemingly minor change completely alters the way you must consider Pokemon battles and team planning. Because you can’t just grind your way through a tough battle, every battle, even against wild Pokemon, has the potential to be difficult. This forces you to approach battles in a new way. Stat-changing moves become much more useful, emphasising the importance of mastering type matchups and strategies, as well as experimenting with different team members.

Issues

Because the base game was designed around levels, some balance issues are unavoidable. Specifically, the items given to the player, the Pokemon you have access to, and so on.

Battles can be particularly tiresome in the early game. Beating an opponent with 100HP when you only know tackle takes a long time, and you will frequently run out of PP. This improves as you progress through the game and learn new moves.
